A tanking spec would work really well, I've had this thought many times and I've come up with several reasons why it would work:. Druids already have 4 specs, so we know it works. Let's add an off-shoot of Enchancement with a tanking Enchancement spec, shields are used obviously, and it may be a pain to add new tanking mail agi gear, shields and weapons but it can be done, like with Monks. Shaman tanking spec can greatly improve on Rockbiter Weapon and Earth Elemental, maybe even add another shield that works similar to Bone Shield.
Shamans are usually greatly under represented in the game, they usually fulfill niche roles in both PvP and PvE, and their main raid utility ability was also given to Mages so they don't even have that going for them. A Shaman Tank would bring a wonderful blast of fresh air to the game.

Permanent form like Druids for an Earth Ascended Elemental while tanking?. New tanking totems will act like defensive buffs for other classes, Stoneguard Totem for example, could redirect x% of damage taken to it until it's health runs out. (Like a Mimic from Pokemon), or an Earthwall Totem could increase your block chance by 100% for the next x seconds, or maybe even a raid utility defensive totem, like Spirit Guardians, which summons a positioned monolith, which creates a circle around it on the ground, that summons 3 Spirit Guardians statues to protect anyone within the circle, the guardians redirect 90% of the damage taken to themselves until their health is gone. I'm sure there are other good ideas to add, but I can't think of anything else right now:P. Yep, they even wanted originally to have tank monks use a new kind of gear I remember in the early imagining of them but then they decided that was too much and just tossed them in with the feral/guardian/rogue crowd. I could see it working if they used similar stats though I guess, with no tank stats being added what-so-ever.
Since there isn't, from what I've seen for a very long time, any real 'tank' leather anymore. Just leather with optimal tanks stats and suboptimal (but not exclusively tank) DPS stats.
This already exists since as far as I know hunters and enhance shaman don't always want the same stats, do they? Not that I am rooting for yet another 4 spec/role class.
