I agree with forcing cutscenes for the first time around I guess. I can see why that logic is flimsy at best, but if it deters the kind of people that ignore story lines or gameplay tips entirely as if they're banner ads, I'll be happy.
I cringe when I think of people doing this then they'll fumble their way through a mission they're clueless about because of they were too lazy to just apply themselves for a brief moment. I understand 'second playthroughs' and I understand 'mind your own bloody business' but Far Cry 4 didn't force cutscenes repeats on you.
I can understand why you'd think that way, but I believe that it should ultimately be up to each person how they want to consume media. If I want to experience the story of Far Cry 4 (which I don't) I should be able to skip cut-scenes whenever I want. If I want to just run around, snipe eagles and smash cars with an elephant I should be able to do that without interruptions. Sadly, a lot of content is gated behind cut-scenes, so activity 1 gets in the way of activity 2 - and frankly, I just want the choice to do what I want. You don't have to liberate towers if you don't want to, so why do you have to endure a contrived, self-conflicting, forgettable story? That doesn't apply to games.

When interactivity is the kernel of your chosen medium, and openness and freedom of that very same interactivity are the core pillars of your franchise, you shouldn't be constantly forcing your consumers into a tightly scripted sequence of events. Sure, I understand why you might want certain music to play at certain moments or why you might want the camera to focus on a certain point at a certain time, but that doesn't hinder interactivity nearly as much as unskippable cut-scenes.
